    Sorta. But losing 30% of your population dramatically destabilizes society. Those 30% are nurses, doctors, dock workers, police, pharmacy workers, plumbers, electrical engineers, military officers, ect as well as just ordinary people. The gears of society start to grind to a halt. People stop showing up to work. The dead stop getting buried because neither the hospitals nor the death industry can handle 1% deaths, let alone 30%. The supermarkets aren’t restocked. Nobody comes to put out house fires. Nobody can get vaccines for measles, flu, or other common diseases. Normally trivial diseases like minor infections or dyssentary become deadly. Murder rates skyrocket. Winter comes, power goes out with nobody to fix it, people starve, freeze, or die of heatstroke in their homes. Newborn babies and pregnant women die from lack of access to care. A whole generation fractures.

    If you lose 30% of your society to illness, you lose your society.
