Either way the US has attacked, seemingly deliberately, a facility vital to the maintenance of human life that has no discernible military utility. So yes, it is a war crime
The goal of the military operation is to depopulate the region, on the grounds that any native Persian in the area is de facto an “enemy combatant”. This is the same rationale used all through the Iraq and Afghan wars, nevermind Vietnam and Korea where chemical weapons and carpet bombs rendered dozens of square miles uninhabitable for generations.
I’m sure we’ll get an earful in another ten or twenty years about how “The Iranian government has failed its people”, with photos and videos of people in this area suffering from severe dehydration. And we’ll get another earful about how Iran wasted too much of its money on Religious[bad] Militarism rather than liberal public works. And then we’ll get a third earful about how this justifies the next round of Regime Change espionage, sabotage, and aerial bombardment.
