No, it in general is used by Iranians opposing the current regime, regardless of whether they are pro-shah or not.
Yeah not every Iranian that is against the current régime wants the Shah back, they also don’t have a great track record.
It’s true that all of them don’t want that, but a significant portion does want the Shah back.
