The race hasn’t been called yet. There still remains about 46% of King County’s ballots to be counted, and they lead in the rejection category, not to mention that King County is by far the highest population county. It certainly doesn’t look (or feel) good though.
I suggest changing your title to reflect the fact that the votes are only 60% counted on I-638.
I got my numbers from AP, so I’m not sure where their data comes from. I believe their website said they estimated that only 60% of the ballots had been counted for I-638 (statewide—King County’s was at 54%). But regardless, it still looks very bad, even if there’s a lot of uncounted King County voters let to be tallied.
My hope is that if it passes, it is struck down as a violation of the Washington State Constitution, or the Washington Law Against Discrimination by the courts. The Seattle Times has a good article on how that may potentially happen

Your post gave me hope but after looking at the secretary of state election results, I don’t think its realistic. :/
It seems like king county had low voter turn out overall. Only a third of king county appears to have voted.
I hope I am misinterpreting the data, or that it is flawed in someway. Fuck I hope you’re right, I just don’t think so.
